WhatsApp Business Platform Pricing in 2026: What Small Businesses Actually Pay For

How Meta's per-message WhatsApp pricing works since July 2025: the 24-hour service window, free replies, template categories, and when WhatsApp makes sense.

"WhatsApp Business" means two different things. The free WhatsApp Business app runs on one phone. The WhatsApp Business Platform (Cloud API) connects a business number to software, so a whole team can answer from a shared inbox. This article is about the second one, because that's the one with a price list — and the price list changed in 2025.

Facts below come from Meta's developer documentation, reviewed on the date shown above. Meta updates rates and rules several times a year; check its live rate card before you budget.

The model since July 1, 2025: you pay per delivered template

Meta used to bill per 24-hour "conversation." Since July 1, 2025, it bills per message, and only for template messages — pre-approved message formats — when they're delivered. The price depends on two things: the template's category and the recipient's country code.

Two rules decide almost everything:

  1. The customer service window. When a customer messages you, a 24-hour customer service window opens. Inside it, you can reply with normal free-form messages, and non-template messages are free. Utility templates sent inside an open window are free too.
  2. Outside the window, only templates. If the customer hasn't written in the last 24 hours, you can only start the conversation with an approved template, and that delivered template is what you pay for.

There's also a 72-hour free entry point window: when someone reaches you through a Click-to-WhatsApp ad or a Facebook Page call-to-action button and you reply, messages in that window are free.

The three paid template categories

  • Utility — something the customer expects as part of a transaction: an order confirmation, appointment reminder or delivery update.
  • Authentication — one-time passcodes for logins and verification.
  • Marketing — anything promotional: offers, announcements, re-engagement. This is the most expensive category.

Meta assigns the category based on the template's content, and businesses are responsible for reviewing it. Labeling a promotion as "utility" doesn't make it one.

Important for US businesses: according to Meta's documentation, WhatsApp does not currently deliver marketing templates to WhatsApp users with US phone numbers; sending one returns an error. Don't plan a US promotional campaign on WhatsApp.

What this means in practice

If customers usually write to you first — asking about an order, a repair, an appointment, prices — most of your traffic falls inside the free service window. You pay nothing to Meta for those replies. This is where WhatsApp is strongest for a small business.

If you need to start conversations — reminders, delivery notices — you'll pay per delivered utility template. Estimate it as (templates per month) × (utility rate for your customers' country) from Meta's rate card, and compare it with SMS for the same message.

If you want to send promotions to US customers, WhatsApp isn't an option today (see the note above). For customers outside the US, compare marketing-template rates with email and SMS before assuming WhatsApp is cheaper.

Where it clearly pays off

  • Customers abroad or with family abroad. In much of Latin America and Europe, WhatsApp is the default way people message businesses; many won't answer an SMS.
  • High-touch service — shipping, repairs, bookings — where customers naturally have follow-up questions that stay inside the free window.
  • Replacing the "WhatsApp on someone's phone" setup. When one employee answers the business WhatsApp on a personal device, conversations disappear when that person is out. A shared inbox fixes that.
